Why Rent Instead of Joining a Tour
Kotor's cruise terminal sits directly outside the Old Town walls. On busy days — and there are many between May and October — four or five ships dock simultaneously and 10,000+ passengers flood a town built for 3,000. The organised bus excursions queue at the same stops, eat at the same restaurants, and photograph the same three viewpoints.
A rental car lets you leave the crowd behind within five minutes of stepping off the gangway. You set the schedule, choose where to stop, and arrive back at the port with time to spare rather than anxiously watching a tour guide count heads.
Timing Your Excursion
Check your ship's schedule carefully. Most Kotor calls give you 4–8 hours ashore with an all-aboard time 30 minutes before departure. Build in a 45-minute buffer — Kotor's bay road has no traffic jams, but summer parking near the Old Town can cost you 15 minutes. We deliver the car to the port area and collect it when you return, so there is no wasted time getting to a rental office.
The 4-Hour Route: Bay Highlights
If your ship allows 4 hours ashore, focus on the bay road between Kotor and Perast — a 12 km strip that contains the most scenery per kilometre of any road in Montenegro.
- Stop 1 — Perast (45 min): Park at the northern lot, walk the waterfront palaces, take the water taxi to Our Lady of the Rocks (€5 return, 15 min each way).
- Stop 2 — Bay viewpoints (20 min): On the drive back, pull off at the marked viewpoint above Dobrota. This is the classic postcard angle of Kotor from above.
- Stop 3 — Kotor Old Town (90 min): Return the car near the port, then walk into the Old Town. Trg od Oružja square, the Cathedral of St. Tryphon, and a quick coffee before the all-aboard.

The 6-Hour Route: Bay + Mountains
With 6 hours you can add the Lovćen serpentine road — though only the lower section unless you want to rush. A smarter alternative is to drive through the Vrmac tunnel to Tivat and loop back along the outer bay.
- Stop 1 — Perast + Our Lady of the Rocks (60 min): Same as the 4-hour route — the island is non-negotiable.
- Stop 2 — Risan mosaics (30 min): Continue past Perast to Risan. The Roman villa with its Hypnos mosaic is a 5-minute detour from the bay road.
- Stop 3 — Tivat via Vrmac tunnel (20 min): Drive through the tunnel to Porto Montenegro for a quick waterfront walk among the superyachts.
- Stop 4 — Return via coast road (30 min): Loop back to Kotor along the bay's eastern shore. Different views, less traffic.
